Inclusion Mobile Museum, Telling the Story of Civil Rights for a Forgotten Minority: People with Developmental Disabilities 



Exhibit Opens October 1, 2025

Open House: October 14, 2025, 5PM-6PM


In observance of National Disability Employment Awareness Month, the St. Louis County Historical Society (Society) is pleased to host the Minnesota Governor’s Council on Developmental Disabilities Inclusion Exhibit beginning October 1st on the second floor of the St. Louis County Depot (506 W Michigan St, Duluth, MN). The exhibit was developed in 2024 by the Minnesota Governor’s Council on Developmental Disabilities and is co-hosted by Udac, a Duluth nonprofit established in 1969 to support individuals with disabilities. 


Celebrating the journey to increase the independence, productivity, self-determination, integration, and inclusion of Minnesotans with developmental disabilities and their families. From the early 1900s through today, the display offers a greater understanding and perspective as individuals with intellectual and developmental disabilities work towards greater inclusion. 


The Society is grateful to Udac and the Governor’s Council on Developmental Disabilities to share these stories. According to Society executive director, Wayne Gannaway, “It’s important to record and remember how far we’ve come, because progress is not permanent. It takes determined advocacy and commitment to maintain and advance.” 


Exhibit topics include society’s perception and treatment of people with developmental disabilities for the past century; the pursuit of civil rights, including better living conditions, educational rights, and employment opportunities; the importance of self-advocacy and advocacy for the underrepresented to enact lasting change; and the role of the courts, the legislature, and the executive branch that work to ensure the Constitutional rights of people with developmental disabilities. 


An open house will be held in the Heritage Hall on the second floor of the St. Louis County Depot from 5PM to 6PM on Tuesday, October 14, 2025, with speakers from Udac and Duluthians with intellectual and developmental disabilities.  Guests are invited to view the exhibit and enjoy some light refreshments.
